Flat low, slope roofs are more accessible to cover with a second roof typically due to an added layer of insulation that creates a flat smooth surface. Sometimes built-up asphalt roof systems are adhered to the wood substrate and can't be removed. Many issues can arise from installing a new roof over an existing top on residential roofs or roofs with a slope. One problem is that if the old roof has any fasteners working up, they can puncture through the new roof system. Another issue is that if you have any rotting substrate or the substrate wasn't nailed according to current codes; those issues won't be resolved with your new roof. Another significant issue is that the ice guard is designed to adhere to the wood substrate; this will only happen if installed over the old roof shingles. Local building codes require ice guard; however, installing it over shingles renders the product useless, and your dollars produce less value overall.
